Black River school enrollment study unveiled by Mary Willard
Bowling Green State University student Mary Willard and former Black River resident conducted a district enrollment study using state guidelines and fuel and permit data. Willard projects a 37 pupil rise by 1985, far below Medina County planning 207, citing gasoline costs and permits as drivers of a shrinking growth trend. The analysis aids board plans for elementary renovations and additions.
