Lorain hiring goals fall short under local pact review

Lorain officials reveal through a November 2011 Project Labor Agreement review that only 35 percent of project workers lived in Lorain County and 18 percent in Lorain city, with 11 percent minorities overall. Mayor Chase Ritenauer, seeking repeal, proposes a 25 percent local hire target with 9 percent minorities on large projects, while arguing the current rules deter local nonunion firms and do not enforce penalties. The plan faces council opposition amid concurrent road upgrade funding and union pushback.
