ACLU Sues Cleveland Over Panhandling Arrests

The American Civil Liberties Union of Ohio filed a federal lawsuit against Cleveland alleging unconstitutional panhandling laws. The suit centers on David Spaulding, a homeless man cited over 250 times since 2013 at a west side intersection near the Ariel Castro site, where police issued thousands of citations between 2007 and 2015. Spaulding has repeatedly been jailed for drug possession and panhandling, illustrating a persistent, contentious clash over poverty and street pleas.
