Lorain County Fair Board plans a wholesale improvement program at the fairgrounds and seeks a one mill levy for two years. A joint meeting with Lorain County commissioners is set for Wednesday at 8 p.m. in the Lorain County Courthouse.
Elyria police seek James W. Head 224 4nd street, a Bendix Westinghouse plant guard, on larceny by trick charges involving about 3000 dollars. Victims include Mr. and Mrs. Eugene Sprague who say he obtained 360 dollars and 900 dollars in separate incidents and promised a Denver job. He and his wife also faced added charges for a bad check and unpaid grocery bill. Head allegedly borrowed 1500 dollars from Bendix Westinghouse credit union and sold furniture prior to fleeing with plans for a Denver job.
The Elyria City Council heard a safety and finance committee report urging a city wide sick leave plan. It would grant full pay up to six months and half pay for a further six months for illness or injury in the line of duty. The ordinance would replace an earlier measure ruled illegal, a later AG ruling affirmed legality.
Northeast Ohio faces cloudy skies with snow squalls and wind, dipping to about 24 tonight. Wednesday remains cold with flurries and brisk winds, while temperatures rise later in the week with rain and snow chances Thursday night into Friday and again Sunday. Lorain Telephone Co asked the State Public Utilities Commission for authority to issue 3,000 shares of five per cent preferred stock at 102 per share. The move would reimburse treasury for uncapitalized expenditures and provide funds for growing plant, netting the company about 306000 if approved.
Two men injured in a high speed crash on West River Street near Cascade Grocery. Driver Arthur E. Webb, 128 Cedar Street, suffers multiple injuries. passenger Bennie Mullins, 316 Lodi Street, has leg and facial injuries. Witness Donald Bott reports 75 mph approach before the skid and pole impact. Both in fair condition at Elyria Memorial Hospital. Webb faces traffic violation and property damage charges.
Three vacancies in the Elyria Memorial Hospital Company will be filled and six trustees chosen at the annual meeting tomorrow at 6 30 p.m. in the new dining room. Officers will report and a tour of the new addition will follow for members and guests.
William A. Gill aged 49 of Sandusky vice president of John Gill & Sons contracting firm died of a cerebral hemorrhage, Coroner S. R. Gerber said. Gill was found unconscious beside his car and died in Cleveland Heights jail after the incident last Thursday.

In Washington the House rejected an opening move to strike out the enacting clause of Universal Military Training by a 196 to 167 teller vote. Opponents said they had enough votes to kill the measure and aimed to send it back to the Armed Services committee for study. Rep. Dewey Short reported 222 opposed to 210 in favor, while pro UMT leaders predicted a close fight to keep the bill alive for amendments and possible passage.
Panmunjom rivals report Allied officers acknowledged four American jet planes flew over the Panmunjom truce area on February 24. Peiping radio quotes Col. Andrew J. Kinner as the messenger in a note to Col. Chang Chun San admitting the violation and blaming technical conditions beyond control. The note, the broadcast says, claims regret but characterizes it as a fabrication to attribute the Kaesong bombing to mistaking a fuel tank for a bomb.
A Bureau of Roads official told Governor Lausche that steel for the 310 million Ohio Turnpike is likely, with a 200 000 ton allocation expected this week. Officials urged strict steel economy and noted bond issues to be retired from tolls, as construction proceeds in Columbus.
Two state highway land cases were settled in common pleas court. The settlements involved property owned by Robert Chester, who received 1700 dollars, and J. L. Schroeder, who received 60 dollars, regarding land needed for the new Route 57 to Lorain.
