A massive munitions dump exploded in Osaka Japan causing unknown but large casualties. Fire spread, police and troops responded, disrupting streetcar lines and telephone service as relief workers mobilized. No cause yet identified.
The House Appropriations Committee reported a 499,857,936 dollar bill for the War Department for the new fiscal year. It funds expansion of the air force to about 5,500 planes, with 551 combat planes and 14 photographic planes to be bought immediately. The plan aims for 1,690 planes in 18 months and a total first line fleet around 3,200 to reach a goal of 5,500 to 6,000. Additional supplemental estimates will follow. The measure includes 784 regular and 565 emergency planes, 8.7 million for armament, 2.6 million more for Army transport, and increased seacoast defenses and construction at military posts including Hickam and Albrook fields in the Canal Zone.
Mayor Edward J. Kelly wins renomination in Chicago amid bitter Democratic and Republican contests. Republican challenger Wright H. Green gains the nomination and vows to oppose Kelly in the April general election. Incomplete returns show Kelly ahead by a wide margin with a record mayoral primary turnout and an anticipated large total vote.
Fair and cooler tonight in Ohio. Thursday will be cloudy with a gradual rise in temperature followed by rain or snow Thursday night. A storm from the Upper Mississippi Valley moved to the Lower St. Lawrence bringing strong winds and precipitation along the Great Lakes and Ohio Valley with heavy rain on the Atlantic coast. High pressure covers the central states bringing generally fair, colder conditions.
Seven hundred Curtiss-Wright production workers in St. Louis walked out demanding a closed shop and higher wages. The strike, led by District 3 of the IAM and joined by 50 AFL Pattern Makers, halts parts production for planes ordered by France and shipped to Buffalo for assembly.
Governor Bricker signed a measure directing that municipalities receive their share of inheritance tax proceeds into their general funds instead of bond pledges. The bill aims to free local funds for relief matching, with a clause allowing inheritance tax funds to be pledged for debt payment if bond defaults occur.

The number of closed schools in Lorain County rose to 11 as a public and two parochial schools joined in absence due to influenza and illness. Ridgeville and St Peter's in Ridgeville remain closed rest of the week, with St Teresa’s in Sheffield also shut. Brownhelm delays reopening to next Monday.
Ohio officials dismissed 21 provisional employees in four counties for economy and efficiency. Albert Levin of Lorain, supervisor of appeals in the State Pension office, also was dismissed. Levin earned 3600 dollars a year and would not be replaced. Eleven were dismissed in Franklin County, six in Clark, and two in another county.
L M Smith age 69 state sales tax examiner and former editor died of pneumonia in Youngstown. He lived in Bucyrus until three years ago and previously served as editor and business manager of Crawford County News and later the Daily Forum before the 1926 merger with the Evening Telegram.
The Ohio House judiciary committee voted 9 to 6 to send an anti nudist bill to the full House. Rep Ralph C. Marshall cast the decisive ninth vote. A heated hearing featured James Reasner and Elton R. Shaw trading barbs over nudist camps near Medina county. Ministers urged bans citing immorality linked to naked bathing abroad.
A city street car derailed on a down grade curve after a broken air brake valve spring. six people died and 15 were injured, four of them children. Motorman Edward F Hanley, 57, was charged with manslaughter and released on $2000 bail.
New York report details George Katz learning his close friend Charles Mitchell aided in the February 20 kidnapping of his son Michael. Mitchell and accomplices Schwartz and Mrs. Resnick were arrested. ransom set at 7000 dollars, with Katz offering aid after learning the truth. Mitchell confessed. all three face kidnapping charges. Resnick charged for withholding information.
John Bollinger, 35, lost his dishwashing job and began walking backward through Denver streets. Police stopped and reoriented him but he continued to move backward. Doctors diagnosed a hysterical reaction tied to job loss, with tests showing physical health and a rare inner ear disorder ruled out.
State Auditor Joseph Ferguson informed Lorain County that its matching credit for 1939 relief funds totals 151663 dollars, about 60000 more than anticipated. The county should receive 30326 dollars in direct relief, with expenditures at 28000 monthly, covering about 11 months given current costs. There are 1142 direct relief cases in the county central area and about 1300 countywide.
Three sealing ships the Nypken Selis and Quest were given up as lost in a storm off Greenland. Their crews totaled 70 men.
Secretary of Labor Frances Perkins announced that AFL and CIO peace talks will begin within a week after she confers with President Roosevelt upon his return from a navy cruise. Roosevelt was in Anananle Gather day.
In Girard Ohio on March 1 two young men wearing black handkerchiefs robbed Baltimore and Ohio freight train conductor Thomas F. Taggart and flagman H. W. Myers of Willard. They took wallets and $750 from Myers and Taggart, fled after two miles at Avon Park when the train slowed.
An unidentified 12 year old boy walked onto Ely Park pool ice and plunged into the icy water yesterday afternoon. Nearby resident Charles Leonard saw the incident and the boy climbed out onto dry land before help could reach him. The boy, unable to state his name, was advised to go home to warm clothes.
Vatican reports Cardinal OConnell of Boston fatigued by travel drops from procession and rests in cell No. 54. The College of Cardinals, including three Americans, convenes in a sealed conclave to elect successor to Pope Pius XI who died February 10. first vote set for tomorrow morning.
