California’s Progressive School Legislation Summary

California passed aid to raise teacher pay to at least twelve hundred dollars yearly and restructured normal schools into teachers colleges. The state created junior colleges, enacted a teachers tenure law with two years’ service and a hearing before dismissal, and raised the teacher retirement fund. A ten dollar poll tax on aliens funds the common school, a constitutional question. California is highlighted as a more attractive field for teachers than Ohio due to tenure rights and staffing prospects.
