Welfare costs stabilize despite slow growth rate
Ohio welfare director Charles W. Bates told nine-area county officials yesterday that the pace of Aid for Dependent Children cost growth is slowing due to factors like family planning and work opportunities for mothers, but overall costs will not fall because medical costs rise and inflation persists. Bates, appointed Dec. 18, seeks support for two General Assembly bills to reward efficient county welfare work and penalize poor performance, with a 3 to 5 percent error tolerance, plus a partnership with private agencies and expanded child care and elderly assistance programs. Counties represented: Lorain, Cuyahoga, Ashtabula, Geauga, Lake, Medina, Portage, Summit, and Trumbull.
