Ohio debates mentally retarded death penalty ban

Ohio remains among states without a clear prohibition on executing the mentally retarded. Sen Mark Mallory failed to attach such a ban to an electric chair repeal bill last year. Attorneys say no Ohio inmate on death row has been identified as mentally retarded, but future claims may arise after the Supreme Court ruling. Danny Hill, a death-row inmate with IQ around 54, is cited in the debate as a possible test case, with prosecutors arguing his trials show varied IQ results.
