Steel pact seen as model for bargaining in steel industry

In Pittsburgh UPI reports the United Steelworkers Union and America's basic steel industry reach a 21 month contract that avoids a wage increase for job security and introduces a large vacation plan. The accord, effective Aug 1, 1964 with reopenings after Jan 1 1965, aims to preserve labor peace through the 1964 presidential year. The union says the plan could create up to 25 000 jobs while 50 percent of workers gain up to three extra weeks of paid vacation in five years. White House praised the early agreement. The Human Relations Committee led the talks, marking the first contract reached without formal bargaining or a strike. Cooper and McDonald credit the committee for the breakthrough.
