Plan Offered To Cut Park Drowning Peril

Park Supt. John Machock proposed a rock fill in the Cascade Park river basin below the East and West branches of Black River to reduce drowning risk. The fill would create a firm ledge with shallow average depth about one foot, and fences would be ineffective against floodwaters. The plan reportedly costs little and could involve a temporary road for seven months to allow dumping, with park commission approval and city support. Two Cleveland boys’ deaths in the basin were cited to justify action.
