Myers sought and received Attorney General Bettman’s ruling on building a new Lorain county court house without a voter vote if funds exist, but bond issues would require public approval. County officials say funds are unavailable, four departments now rent outside the courthouse, and a stepwise expansion could later replace the old building amid tax concerns.
