Kiwanis Speaker Calls Ohio County Government Antiquated
Mayo Fesler of the Citizens League of Cleveland told Elyria Kiwanis members the present Ohio county government is inefficient and costly. He argued the system lacks an executive head, causes overlapping duties, and has raised costs from 15 million dollars in 1910 to 62 million in 1930. He urged a unified county government under one strong head to cut costs by about half and described planned civic actions to pursue reform through constitutional initiative and referendum.
