The decision allows consent rules but bars forcing nonmembers to opt out or seek refunds, aligning with changes by the Democratic governor and legislature.
American Electric Power begins the nations first large scale effort to convert methane from livestock manure into carbon dioxide to cut greenhouse gas emissions. The program covers about 400000 head of livestock on up to 200 farms and includes building lagoon covers to capture and burn methane. Farmers receive payments and AEP aims to reduce emissions by 6 percent below 1998 to 2001 levels by 2010.
