Directive Limits Photographs In Mental Hospitals

In a memo to state mental institution superintendents, Dr. John D. Porterfield, director of mental hygiene and correction, bans photos inside institutions without approval. He notes auditors offered photos to newspapers showing patients, some undressed, and says such use harms care and should not be used for political purposes. Permission may be granted if photos aid patient care, and he stresses staff face heavy constraints of aging buildings, tight budgets, and staffing shortages.
