Gulf Oil Cities Service merger halted by federal judge
A UPI report says a federal judge issued a temporary restraining order blocking Gulf Oil's 513 billion acquisition of Cities Service Co. The FTC sought the halt, claiming the merger would dampen competition in East Coast and Southeast fuel markets and pipelines. Gulf's board met amid questions over the high cost and disclosure of merger terms.

He cites a Chicago student breaking DePaul’s password and urges built in safeguards plus strong administrative policies to limit access and deter insiders. He notes few thieves are convicted due to weak laws and that banks, governments, and corporations face high losses, urging careful system design and staff vetting.
