Ohio Bureau to cut staff via buyouts not layoffs

Agreements between two unions and the Ohio Bureau of Workers' Compensation will reduce the workforce without layoffs. A buyout offer extended to Oct. 24, 1998, covers up to three years of early retirement and job placement help as medical care moves to private management. The agency, once 4,200 employees, now about 3,400, expects fewer than 3,000 within 15 months.

A baby girl with signs of cocaine in her system is in temporary foster care after Anita Simmons 27 failed to appear at a juvenile court hearing. Judge Sikora granted emergency custody to Cuyahoga County and set August 7 for a foster-care and neglect determination. Simmons, free on bond, disappeared from her Maple Heights home after the incident. Her mother Fairene Simmons cares for three other children and may try again.
