Shanghai July 25 notes the British passenger steamer Haitan struck a floating mine between Formosa and Swatow, the Chinese port under Japanese occupation. The report states no details on casualties or damage.
A grass fire on a city lot along Miamni Avenue east of East River Street yesterday afternoon was caused by boys with matches. Two firemen extinguished the flames in 18 minutes. no property damage reported.
President Roosevelt arrives in Washington for the windup of Congress. He motored to the White House to confer with House and Senate majority leaders Sam Rayburn and Alben Barkley. The talks aim to review the legislative situation and assess administration bill prospects before adjournment.
The Roosevelt administration's 2.49 billion lending bill stalled in the Senate as opponents seek public sentiment to kill it. Senator Taft predicted Congress would react unfavorably once details are learned, while Majority Leader Barkley struggles to limit debate on related measures. In the House, the rules committee blocked a portion of the lending program by failing to act on boosting housing authority lending by 800 million.
The administration and Senate economy bloc blocked a river and harbor flood control bill. The Senate commerce committee had raised the proposed total from 83 million to 407 million dollars. Chairman Josiah W Bailey said the committee, meeting in emergency session, chose not to bring the bill up and that 407 million is excessive given the treasury’s condition.

Jerusalem July 25 The Rev. Gerould Goldner of Akron Ohio was released by Arab bandits who had kidnapped him for ransom, an official announcement said tonight.
Moscow reports Russia delivered a stern note accusing Japan of bad faith and violation of Soviet laws on Sakhalin Island. It cites fines against Japanese concessionaries for labor agreement breaches and notes Japan’s refusal to pay. Japan has dispatched destroyers to the area.
Ohio Governor John W. Bricker says he has not decided to quit the race for the Republican presidential nomination and will continue as governor. He praises Senator Taft as capable and notes talks continue on Ohio delegates to the National Convention.
The Village of Wellington filed an appeal in common pleas court challenging a Division of Factory and Building Inspection order for the Theater Building. The order requires a standard fireproof heater in the basement and outward opening doors. The village says the order is ambiguous and unclear on parts of the building used by the village.
J P Phillips, cotton planter from Anson county, left his servant Eugene Marsh in his car in Raleigh last Friday while he attended a cotton ginners’ meeting. Marsh stayed in the car for four days, surviving on water and bread, until Phillips found the pair in Anson county. Marsh defended his action saying he followed orders, while Phillips admitted misplacing the car. Police fed Marsh and urged departure to resume duties.
New York reports a continuing drought across nine eastern states with no prospect of rain. Intermittent showers yesterday failed to dampen ground as heat rises, causing fears for crops and prompting reservoir rationing. Forest fires persist and motorists are urged to avoid smoking near dry brush.
Celina Ohio July 25 Plans were made to salvage a Grumman army amphibian plane after it crashed into Lake St Marys near Villa Nova during a routine flight. Capt B L Roamer and Lieut M D Burnside escaped before the seaplane sank eight feet. Boater was unhurt and Burnside had minor scratches. Sunderland rescued the officers. a military inquiry is likely.
Shanghai dispatch reports Japan plans to close the Pearl River to navigation from today for about two weeks due to military operations. The order, issued from Hong Kong, aims to seal Shameen in Canton and may require searches of entrants and departures. American and British sources in Hong Kong view this as signaling a broader blockade of Shameen.
The Cascade Limited bound for Portland derailed eighteen miles north of Klamath Falls in southern Oregon. Five cars left the tracks but no passengers or crew were hurt.
A robin caused a 66 000-volt fuse to blow and cut power for two hours at the Ohio and Pennsylvania mine in Cadiz Ohio. The bird was burned in the incident and the Ohio Power Company estimated losses at 1000 dollars.

James Provoznik seven of R D 2 Elyria escaped with minor scratches and bruises at 930 am today after running from behind his aunt s parked car at West Avenue and 15th Street and being struck by a car driven by Mrs Richard Harvett of 336 East Bridge Street, police report states. The boy had been in the aunt s car with Mrs H C Dildine of R D 2 Elyria en route to a store at West Avenue and 13th Street and had stepped out to cross the street when the accident occurred.
Karp L. Troll 67 longtime Mansfield city council president died at his home. Troll served 16 years on council, was Richland county auditor, and had been a Democratic figure for 30 years. He was a candidate for re election as council president in the upcoming primary.
Cambridge report states Guernsey county coroner Dr Ralph M. Dix was bitten on the right index finger while treating a toy terrier. The dog died within six hours, and a post mortem by Dix determined the cause as snake bite.
Mrs. Clarence Hemker aged 36 from Delphos Ohio died in Allen hospital Oberlin at 4 30 p m yesterday from injuries from a crash on Route 20 east of Oberlin when the car she rode in struck the rear of a state highway road grader driven west by Fred Gasser of South Amherst. Her husband 38 with severe facial lacerations and a left knee injury is hospitalized. Their daughter Rosemary 11 suffered a possible skull fracture while three younger children Martha 9 Clarence Jr 7 and Richard 2 were not injured. Blinded by sun Hemker said he did not see the grader. The family had been in Cleveland on business and were returning to Delphos. The road grader was traveling west on Route 20. Mrs Hemker's brother and his wife arrived to help with the other children and burial arrangements. Mr Hemker was expected to be released today.
Eight boys aged 16 to 18 were arrested and turned over to juvenile authorities for investigation into vandalism at a Clark and Kipling building. Damages exceed $2,000 as doors windows plaster laths and fixtures were torn out. Former Mayor Asaph R. Jones helped corral the youths and police will arraign others implicated before Juvenile Judge H. H. Nye.
Miles Clevenger, former cashier of the Vermilion Banking Co., Vermilion, pleaded guilty to charges of embezzling $300. He appeared before U. S. Commissioner John C. Bud at arraignment and was bound over to the grand jury.
