Clinton cocaine penalty plan draws bipartisan attack

Congress voices strong objections to Janet Reno and Barry McCaffrey proposal to cut the crack to powdered cocaine sentencing gap from 100 to 1 toward 10 to 1. Senate Governmental Affairs Committee voted to grant immunity to four Buddhist nuns linked to a 1996 Democratic National Committee fundraiser attended by Vice President Gore.
