Judge Holmes Reflects on Rocky River Court Workload
The longtime Rocky River Municipal Court judge recalls a rising case volume since 1966 and 1972 elections, with traffic offenses and DUI enforcement expanding the docket. He notes the court now includes two judges and a magistrate to handle thousands of cases while warning of potential chaos without guilty pleas or jury trials. He cites alcohol as the major US drug problem fueling crime and debates on societal changes. Holmes and his wife Mary, Ohio University alumni, have four children and live in Westlake.
