Kaisers Exile To End Monday As Agt Expired

Berlin July 20 The question of whether the former Kaiser will return to Germany arises as the Defense of the Republic law expires Monday ending the exile of Wilhelm II. Reichstag debates on prolonging the act failed by 265 to 166 with two thirds needed. Nationalists opposed the measure citing the Kaiser Paragraph and critics warned Paragraph 48 could grant a temporary dictatorship. The session saw riotous scenes as Severing warned of using such powers.
