Talks to resume nuclear test ban talks in Geneva

Soviet Foreign Minister Eduard Shevardnadze announced that the United States and Soviet Union have agreed to resume negotiations on banning nuclear tests. A U.S. official confirmed talks will resume without preconditions in Geneva on Sept 18, within regular arms control discussions. The moratorium on tests by the USSR expires Aug 6, and Washington has carried out tests during the pause.
