Prison head touts system's shrewd management
Elyria Ohio prison chief Wilkinson says the system runs well despite spending $6,000 less per inmate than the national average. He oversees 37,000 inmates, 17,000 on parole or probation, and a $1.3 billion two year budget. He cites few escapes and assaults, notes crowding, and highlights drug use as a main driver of rising numbers. He favors education and counseling over rehabilitation as a concept.
