East side shopping strip gets low interest loan

Lorain city council committee approved a 280000 dollar low interest loan for John DeMarco to fund a small shopping center at Colorado Avenue and Root Road. He must obtain a 420000 dollar bank loan to expand Convenient Food Mart and build a center on the remaining corner. A 50 percent tax abatement is possible if the area is designated a Community Reinvestment Area. The plan may place a bank on the corner or at the strip end, with tenants including a florist day care and fast food restaurant.

County forecloses groups of properties to city if bids miss taxes

The law allows grouping foreclosures and transferring to the city when bids do not meet the owed taxes. The policy emerged from a 1976 push by Mayor Ralph Perk and Norman Krumholz, with county officials later backing a task force. A 1989 shift saw county prosecutor Corrigan assign Coyne to filings, sparking awards and praise from the Ford Foundation for the land bank program helping county wealth in land.
