Sheffield Lake to cast ballots on council manager system
Sheffield Lake moves toward a council manager government as Law Director Timothy Smith prepares legislation for the November 7 ballot. The charter, prepared by the charter review commission, would take effect January 1, 1976 if voters approve it. Mayor Donald L. Smith opposed the change, saying he will not step down before his four year term ends. The plan creates a seven member council, a hired manager, and a president of council who would serve as mayor, with the manager holding indefinite tenure subject to a five vote removal.

The fire, confined to a basement laundry storage area, caused about 15 thousand dollars in damage. Several residents remained under care with varying conditions while arson investigators probed the cause. Governor Gilligan faced criticism over fire safety enforcement and life safety code adoption as Ohio authorities recall prior nursing home disasters.
