Library funding dispute over 5.7 percent rate affects Lorain County

Lorain County libraries face a $96 111 shortfall in the second half of this year and about $180 000 next year due to a state law keeping the rate at 5.7 percent rather than 6.3. Officials say the cut worsens financing as book and paper costs rise and postal rates climb. Board president Mike Welch notes gains are strong but local funding remains below state averages and service levels have already been reduced.
