Elyria City Council's Finance Committee authorized Mayor Keys to renew with Allen-Thorley-DeLloyd Insurance for 349 607 covering liability casualty and property insurance for 1990 91. No competitive bids were obtained as safety director Tim Coey inherited delays and cited trust in broker client relationship.

Revenue includes 30 000 taxes 15 000 local government 1 500 interest 2 000 fees and 15 000 transfer from road and bridge. Motor vehicle fund 3 097 mostly for maintenance and gas tax fund 33 619 with 13 200 for personal services and 15 219 for maintenance. Real estate taxes 21 000 added to a 12 200 carryover in road and bridge for 33 270 total. Miscellaneous 11 000 plus 50 from other sources.
