EU lawmakers approved a 625 to 28 vote on capping bankers short term cash bonuses starting in 2011. From that year bankers may receive only part of their annual bonuses in cash upfront with 70 percent held back and paid later based on company performance awaiting finance ministers approval next week.
New York stocks rose as financial and materials shares drive gains with the Dow up about 200 points in late trading. The Dow and broader indexes climbed over 2 percent as investors moved from Treasuries to equities and State Street Corp posted a stronger profit forecast aiding the sector.
Washington reports that auto dealers and community banks won exemptions from the Consumer Financial Protection Bureau in the pending overhaul. The exemptions shield dealers who arrange loans and community banks from the bureau’s strongest oversight, leaving regulators to rely on existing bank agencies. Critics warn this creates gaps that may mislead borrowers and repeat past abuses tied to the 2008 crisis.
Oil prices climbed above 74 dollars a barrel as markets rallied on upbeat earnings. The national unleaded regular average fell to 2.721 dollars a gallon, down 0.3 cent from Tuesday, 3.4 cents lower than a week ago but 11.7 cents higher than a year ago. Benchmark crude settled at 74.07 dollars on the NYMEX.
