Man accused in lottery ticket scam outside Elyria Lowe's
Velasquez allegedly approached a man near Lowe's saying a $50,000 lottery ticket was valid but illegal to cash. He offered to sell it for 15,000 as an accomplice overheard and a woman on the phone claimed she worked for the Ohio Lottery Commission. The plan unraveled when the victim’s son, a Lorain police officer, grew suspicious and the pair fled before arrest. Velasquez posted 75,000 bond and faces a felony theft count forthcoming. A second resident also reported being approached with a bogus ticket.
