Ohio budget expands programs and tax breaks

The budget expands the Jobs for Ohio's Graduates program to keep troubled youth in schools. Individual taxpayers get a 4.45 percent tax cut from a $286 million source, with the original $672 million cut largely shifted to education. The plan also includes about $50 million in business tax breaks and veto-driven changes by Governor Voinovich affecting college funding and pet projects. The Ohio Board of Regents would receive $4.5 billion, the Department of Rehabilitation and Corrections $2.3 billion, and Central State University $28 million to stay open for two years, including $6 million to fix building code violations.
