The piece compares tax rates and per pupil revenue across districts like Beachwood Cuyahoga Heights Shaker Heights and Bay Village, noting that industrial areas raise more taxes but uneven distributions leave Bay Village students paying more. It cites court rulings in Ohio and Texas on school funding fairness, condemns tax abatements and argues state financing would reduce inequities and curb a cycle of rich districts gaining advantage.
