Lorain Law Director Patrick Riley ruled Mayor Anthony Krasienko cannot rescind his accidental veto of a plan granting two west side areas a 100 percent property tax break for 15 years. The ruling cites Marbury v Madison to show veto power, once exercised, cannot be undone. City Council would need eight votes to override, but no path exists given a 7 to 1 vote with three abstentions.
