Sleeper clause cuts discretionary control of county aid
A late page one note describes a sleeper clause slipped into a special session last year that shifts county aid distribution to be based on tax duplicates, removing the county budget commission’s discretion. Partial appropriations would empower counties to allocate funds by need, with a hangover from the clause lingering. Additional measures would curb local officials’ powers to call special elections for extra taxes and allow cities to levy for nearby land improvements.
