A 17 year old, James Jenkins, arrived aboard the S S Cristobal in New Orleans and boasted he raised the American flag at Balboa High School, triggering riots and deaths in Panama. He says the act was planned and that he signed a petition, though he knew little of Panamanian politics. He defends the move and says he personally dislikes the Panamanian flag flown at an American school.
