Carter pardon sparks cheers and jeers from varied groups

The full, unconditional pardon for most Vietnam era draft evaders drew mixed reactions. Supporters include antiwar and religious groups, while conservatives and veterans groups oppose. The move covers evaders active Aug 4 1964 to Mar 28 1973, with deserters excluded. Powell said reviews of cases and discharges will proceed, case by case. The pardon affects about 10,000 evaders known to justice and potentially thousands more unregistered. The widow of a fallen service member and the VFW voiced strong opinions.
