Ward Boundaries Unchanged. No Immediate Reapportionment
Common Pleas Judge LeRoy F. Kelly ruled that Elyria and Lorain wards will not be reapportioned for this year’s municipal elections. He urged legislative bodies to prepare a plan for after the 1970 census, noting redistricting now would disrupt elections. The suit argued ward populations from 4,000 to 12,000 caused disproportional representation. Elyria has seven wards and Lorain eight.
