State Department security lapses in handling SCI reports
An internal audit by the State Department inspector general found lax handling of sensitive compartmented information. Of 1,890 SCI reports from NSA's Cryptologic Support Group, 239 were not returned to secure facilities between August and October 1998. Instances included an empty pouch and a key left with a case. The IG labeled the department substantially noncompliant with DCID directives. Auditors also found inadequate room sweeps for bugs and poor document accounting. The findings precede a spying incident at the building.
