Bowman Faces Council Clash Over Hiring Safety Assistant
Bowman's push to hire a safety-service assistant for Richard Bergman is halted by a 9 to 2 council vote cutting $4 million in temporary appropriations. Democrats argue funds should go to road salt and outside help, while Bowman and Republican allies cite cost concerns and political maneuvering. The measure, covering three months of 1978, sets spending at $4,222,041 with $1,703,576 in the general fund.

Elyria city roads salt nearly half used this winter
Safety Director Richard Bergman told Elyria City Council that about 1 500 tons of road salt have been used of a 3 500 ton order from International Salt Co. to combat snow and ice this season. The city will borrow two truckloads of cinders as the pile is frozen and crews work around the clock with overtime to clear side streets and intersections. Local officials urged better focus on narrow streets and problem corners amid complaints over side-street plowing and parking blocking plows.
