Lorain doctor Luis Alarcon allegedly billed Blue Cross for an underc over self-motivation tapes as psychotherapy during a diet program. Investigators posing as patients say the sessions were brief and the doctor claimed returns for nonlisted symptoms, with an indictment covering February to April 1985 and a search for billing records.
