NCAA enforcement chiefs push testing for freshmen eligibility
NCAA convention delegates backed a rule barring freshmen from play unless they meet C minus GPA and minimum ACT or SAT scores. The plan relies on test integrity, admissions cooperation, and tough penalties for deliberate fraud under Proposition 48.
