AP reports President Nixon’s new withdrawal order aims to cut U.S. forces in Vietnam to about 35,000 to 45,000 and declare the war over by mid April. An earlier plan already calls for 70,000 more to be pulled by May 1, leaving a residual advisory force as Vietnam war ends.
