ATSI and FirstEnergy Corp plan the Black River Substation and Transmission projects in Lorain City and Sheffield Township. The filing includes two applications for a certificate of environmental compatibility and public need with preferred sites and routes, public hearings set for February 2012 in Lorain and Columbus, and a 138 kV to 69 kV conversion with reconductoring on existing towers and new right of way near the substation.
