A .71 percent state tax surcharge on telephone service goes into effect this month in Ohio. It offsets most of a 1 percent decrease in the federal excise tax. The levy, approved by the Legislature in December, applies to basic monthly local charges and in state toll calls, not out of state calls, says Lorain Telephone GM Milt Tomasek.
