County Prosecutor Howard R Butler said owners are fully responsible for damage caused by their dogs and that the county is not obliged to cover losses to farm animals just because a dog is licensed. Dog wardens noted counties paid most claims for licensed dogs in past years, but this practice should end when the owner can be identified, leaving only unlicensed dogs as payable.
