Soviets apologize over winged target incident
The Soviet Union broke its silence to apologize to Norway and Finland for an unarmed winged target that deviated from its course during Barents Sea practice firing. They said the object, which did not carry explosives or toxic materials, may have crossed into Norwegian and Finnish airspace, a possibility not excluded. Diplomats viewed the move as an effort to ease tensions ahead of Geneva talks with the United States.
