Election board deadlocks on Lovece residency bid

The Lorain County election board split 2 to 2 along party lines on whether Republican Stewart Lovece can appear on the county engineer ballot. The tie moves the decision to Secretary of State Kenneth Blackwell for final ruling. Lovece moved to North Ridgeville to satisfy residency rules after being initially ruled off the ballot. His attorney argued a liberal interpretation of residency and noted his family's caregiving needs. Carney, the Democrat incumbent, faces ongoing legal troubles while awaiting a separate March 5 hearing for a misdemeanor disorderly conduct charge.
