Dayton Leaders Tie Gangs to Missing Community Ties

Harris Tay, who tutors mostly preteens at a Dayton recreation center, says youths seek structure and discipline, forming a sense of brotherhood when fathers are absent. Dayton police credit a $98,533 Anti-Gang Initiative grant for better gang activity tracking, including graffiti photos, tattoos, biographical data, and monitored chat rooms. Violence spikes over drug turf, rivalries, or false accusations in the city.
