Balkan leaders pressed to sustain peace talks in Rome

In Rome diplomats from Bosnia Serbia and Croatia with European officials and NATO chiefs met to push the Dayton accord toward progress. Soldier Killed in Bosnia Minefield Ignored Procedures

Army investigators say Sgt 1st Class Donald A. Dugan and a second soldier left a Tuzla checkpoint, entered a known minefield, and Dugan attempted to disarm an anti personnel mine called a pineapple. The blast killed Dugan instantly as he motioned civilians away and knelt to work with a multipurpose tool. The probe reviews why procedures were not followed and whether disciplinary action is warranted.
