City Engineer Robert E. Kleinoeder says four lane limited access byway from John F. City already paid 40 thousand for preliminary engineering and will borrow 120 thousand to cover the rest of Elyria’s share. Council notes long term loans cannot cover operating expenses such as employee wages, which must be funded from current income or smaller terms.
