NCAA moves to roll back time-saving football rule changes
An NCAA rules committee proposed restoring clock start on possession and on kickoffs, cutting timeouts, using a shorter play clock after timeouts, and moving kickoffs up to reduce dead time. Coaches from Oregon and others voiced mixed views, with panel approval needed by March 12.
