Mazzola argues Congress set minimum oxygen standards burdening communities while Wysenski defends federal rules for clean water. The EPA approved a lower oxygen level in 1993 pending a two year study. Ohio EPA asked the Army Corps to seek federal funds for oxygen-adding method studies, but the application is delayed.
